In a major step to expand its audience in the cloud gaming market, Microsoft has confirmed that it’s developing a free version of Xbox Cloud Gaming supported by advertisements.

The move marks a significant shift in Microsoft’s online gaming strategy, aiming to make cloud-based gaming accessible to everyone — even those without an active Game Pass subscription.

Free Xbox Cloud Gaming Service Currently in Testing

According to a report by The New York Times, Microsoft is currently conducting internal testing for the trial version of its free, ad-supported Xbox Cloud Gaming platform — the company’s first streaming service to rely on ads instead of paid subscriptions.

The Verge also reported that several Microsoft employees began testing the new service in early October 2025, as part of a broader evaluation of its performance and potential for global expansion.

The story of Xbox Cloud Gaming dates back to 2019, when Microsoft launched its first cloud initiative under the name xCloud. It was officially rebranded as Xbox Cloud Gaming in September 2020.

Initially, the service was exclusive to Game Pass Ultimate subscribers, but Microsoft gradually expanded access throughout 2025, paving the way for the upcoming free tier.

Expanding Accessibility Through a Free Experience

In a statement to reporters, Microsoft said that the new free Xbox Cloud Gaming experience aims to make cloud-based gameplay available to a wider global audience without financial barriers.

While the company has not disclosed how the advertising system will work, it did confirm that the free version will follow a “Bring Your Own Game” model — allowing players to stream titles they already own, without a monthly fee.

Earlier internal estimates suggested that running Xbox Cloud Gaming servers costs Microsoft around $0.03 per hour for 1080p at 60 FPS, with costs increasing for higher resolutions such as 1440p.

By integrating ads, Microsoft appears to be offsetting operational expenses while maintaining a stable, no-cost experience for players.

A Step Toward a New Xbox Ecosystem

Although there’s no confirmed release timeline for the public version of the free Xbox Cloud Gaming service, industry analysts believe Microsoft’s move aims to expand its user base and strengthen its footprint in emerging gaming markets.

This initiative could also represent the first phase in Microsoft’s broader plan to integrate advertising across the Xbox ecosystem — balancing monetization with accessibility in the years ahead.
