Dan Houser, co-founder of Rockstar Games, has finally shed light on the long-rumored GTA 5 expansion centered on Trevor Philips, known internally as Agent Trevor DLC. Houser confirmed that the GTA 5 Trevor DLC project had reached mid-development before it was ultimately canceled in favor of Red Dead Redemption 2.

New Details Emerge About the Canceled GTA 5 Expansion

In his recent appearance on the Lex Fridman Podcast, Houser revealed that the expansion would have focused entirely on Trevor, one of the franchise’s most iconic and unpredictable characters.

The storyline was set to transform him into an undercover agent, offering a new narrative within the game’s single-player campaign.

Early datamined files from GTA 5 had already hinted at this unreleased content, making the project one of the most talked-about “lost expansions” in Rockstar’s history.

Why Rockstar Shelved the GTA 5 Trevor DLC

Houser admitted that the expansion “was never finished,” explaining that while it was fun, it didn’t quite come together. He noted that it was only about halfway complete before the team decided to scrap it.

It was about 50% done before they moved on, as Houser revealed, adding that If they had released that expansion, they’d likely wouldn’t have been able to make Red Dead Redemption 2, so some tough choices had to be made.

The decision to cancel the GTA 5 Trevor DLC was driven primarily by production priorities within Rockstar. The studio chose to dedicate all available resources to developing Red Dead Redemption 2, a move that, in hindsight, shaped one of the most acclaimed titles of its generation.

Actor Steven Ogg, who voiced Trevor Philips, confirmed last year that he had already recorded several lines for the expansion before the project disappeared completely without any follow-up from the studio.

Missed Potential and Player Reactions

Fans had long hoped for a story-driven expansion for GTA 5, similar to The Lost and Damned and The Ballad of Gay Tony from GTA 4, both of which were praised for their cinematic storytelling and new characters. Unfortunately, that tradition did not continue with GTA 5.

Houser expressed fondness for that era, saying he enjoyed creating post-launch story content, referencing Red Dead Redemption’s Undead Nightmare expansion as an example of how additional narratives could breathe new life into established worlds.

Many fans and analysts have speculated that the massive success of GTA Online was a key reason for Rockstar shifting focus away from single-player expansions. The online mode became one of the most profitable live-service platforms in gaming history, making single-player DLC less of a priority.

Ultimately, the story of the canceled “GTA 5: Agent Trevor DLC” stands as a clear example of how development priorities can change the trajectory of an entire franchise—burying a promising project before it ever had the chance to see the light of day.
